North Korea Declares War On South - Business Insider


On Friday night North Korea
said it had entered a state of war against South Korea.

American officials have responded.

"North Korea has a long history of bellicose rhetoric and threats and today's announcement follows that familiar pattern," Caitlin Hayden, a spokeswoman for National Security Council (which advises the U.S. president on matters of war), told CNN.

?Putting on a show is not the same as taking action,? an unnamed senior administration official told The Washington Post. ?Describing the situation as akin to war is not to be remotely confused with wanting a war, let alone going to war.?

"We have no indications at this point that it's anything more than warmongering rhetoric," an unnamed senior Washington defense official told CNN.

On Friday night Jungah Lee of Bloomberg reported that North Korea's state-run news agency released a statement saying the U.S. stealth bomber flights over South Korea Thursday were an ?unacceptable? provocation, and it was giving a ?final warning? to U.S.

South Korea's Yonhap News reported that there was "an emergency military meeting convened by leader Kim Jong-un on Thursday in which he reportedly approved plans for striking U.S. and South Korean targets." On Thursday Yonhap cited an unnamed military source in reporting increased activity at North Korea's mid- to long-range missile sites.

Early Saturday Max Fisher of the Post published the North's full statement, which he described as "typical, chest-thumping North Korean rhetoric that hits the usual points."

The two Koreas have been at war since their 1950-53 conflict finished in a cease-fire (as opposed to a formal peace treaty).

North Korean threats are often for domestic consumption, but Kim has taken the bombast to a new level this year.

Early this morning the North released photos which appear to show a missile strike plan to target four cities in the U.S.

Belligerent rhetoric from Kim has been escalating ever since the UN Security Council levied biting sanctions against the country following a long-range rocket launch in December and a nuclear test in February.

Tensions reached a fever pitch this month as the U.S. and South Korea performed annual joint military exercises.

The U.S. has said that it takes North Korea's persistent threats seriously and has planned for the nuclear-armed country's collapse.

America has wartime operational control of the South Korean military in the event of a provocation.

Endangered tigers find refuge in massive new Indian park

The newly protected area ? the size of New York City ? connects several adjacent parks, making it one of the largest contiguous tiger habitats in the world.

India has created a new protected area for tigers within a wildlife reserve in the south of the country.

The area, part of the Sathyamangalam Wildlife Sanctuary, is home to about 25 tigers, according to a release from the World Wildlife Fund (WWF), a conservation group. This population of tigers rivals the size of some of India's better-known reserves, the statement said.

This will be the 42nd tiger reserve in the country, which is home to the largest population of tigers in the world. The 272-square-mile (705 square kilometers) protected area will help connect several adjacent parks, making it one of the largest continuous tiger habitats in the world, according to the WWF. The area is also home to elephants, leopards, hyenas and vultures.

For more than a decade, WWF-India has worked with local authorities in the state of Tamil Nadu (where the reserve is found) to support projects to counter poaching, improve communications via cellular phones and wireless networks, train forest rangers and monitor tigers, the statement said.

"The tiger is the national animal of India, and WWF congratulates the government for yet another important milestone in its conservation efforts that will make a tremendous contribution to the goal of conserving wild tigers and their natural habitats in the country," said Dipankar Ghose, of WWF-India, in the statement.

Tiger numbers have declined by about 95 percent in the last century across their entire historic range, and experts think there are only about 3,000 left in the wild, according to the International Union for Conservation of Nature.

Amazon Acquires Goodreads - Business Insider

Amazon has reached an agreement to acquire Goodreads, the go-to site for tracking what you've read and getting recommendations based on what you like.

It's a deal that makes lots of sense for both companies. As author Hugh Howey put it, "The best place to discuss books is joining up with the best place to buy books ? To Be Read piles everywhere must be groaning in anticipation."

The acquisition is expected to be finalized in the second quarter of this year and the deal's terms and details were not disclosed.

The machined aluminum unibody and zero gap construction makes the HTC One a very attractive phone. It also makes it extremely difficult to take apart. Scoring a 1 out of 10 for reparability, iFixit warns that it is nearly impossible to open the phone without damaging the back case. Dead batteries and shattered screens are going to be problematic, since iFixit found them nearly impossible to replace. Make sure to keep that warranty number and accidental insurance handy, because like a fine European car this phone is not cheap to repair. On the plus side, the solid construction makes for great durability.

Bottom line: make a case the first accessory you buy for the One.

Chevy Chase and Beverly D'Angelo in Talks for New Vacation

After much speculation, it looks like Chevy Chase and Beverly D?Angelo will reprise their roles as Clark and Ellen Griswold in New Line?s ?Vacation? reboot.

Chase and D?Angelo are in early talks to join Ed Helms and Christina Applegate in the comedy with ?Horrible Bosses? scribes John Francis Daley and Jonathan Goldstein on board to helm from a script they penned.

The new version of the Griswolds? ?Vacation? adventures will follow grown-up son Rusty (Helms), who now has his own family misadventures on the road, which includes making a pit stop to see his mom and dad.

Though the roles are more on the cameo level, there was concern when it wasn?t clear whether Chase and D?Angelo would return to the franchise they started 30 years ago. After the budget was set and script was given a polish, the producers redoubled their efforts to include them in the reboot.

David Dobkin will produce through his David Dobkin Prods.

Over the holiday season, the duo appeared in Old Navy spots with cast members reuniting from various ?Vacation? movies.

Weekly Radar-?Slow panic? feared on Cyprus as central banks meet ...

Given the sound and fury of the past fortnight, it?s hard not to conclude that the messiness of the eventual Cyprus bailout is another inflection point in the whole euro crisis. For most observers, including Mr Dijsselbloem it seems, it ups the ante again on several fronts ? 1) possible bank contagion via nervy senior creditors and depositors fearful of bail-ins at the region?s weakest institutions; 2) an unwelcome rise in the cost of borrowing for European banks who remain far more levered than US peers and are already grinding down balance sheets to the detriment of the hobbled European economy; and 3) likely heavy economic and social pressures in Cyprus going forward that, like Greece, increase euro exit risk to some degree. Add reasonable concerns about the credibility and coherence of euro policymaking during this latest episode and a side-order of German/Dutch ?orthodoxy? in sharp relief and it all looks a bit rum again.

Yet the reaction of world markets has been relatively calm so far. Wall St is still stalking record highs through it all for example as signs of the ongoing US recovery mount. So what gives? Today?s price action was interesting in that it started to show investors discriminating against European assets per se ? most visible in the inability of European stocks to follow Wall St higher and lunge lower in euro/dollar exchange rate. European bank stocks and bonds have been knocked back relatively sharply this week post-Dijsselbloem too. If this decoupling pattern were to continue, it will remain a story of the size of the economic hit and relative underperformance. But that would change if concerns morphed into euro exit and broader systemic fears and prepare for global markets at large to feel the heat again too. We?re not back there yet with the benefit of the doubt on OMTs and pressured policy reactions still largely conceded. But many of the underlying movements that might feed system-wide stresses ? what some term a ?slow panic? like deposit shifts etc ? will be impossible to monitor systematically by investors for many weeks yet and so nervy times are ahead as we enter Q2 after the Easter break.

Cyprus and European banks aside, next week will be about the US employment report and three of the Big Four central banks meeting Thurs. Will the ECB respond to the banking sector and consumer sentiment threats and ease rates or monetary conditions? It has plenty of real sector and inflation evidence already that Q1 underwhelmed in euro. The BoJ meeting will be as important with new governor Haruhiko Kuroda at the helm for the first time amid intense interest in how he will pursue the bank?s new aggressive reflation mandate.

Computer chips: Building upward safely

Mar. 27, 2013 ? A computer model provides important clues for the production of tightly packed electronic components.

Greater numbers of ever-smaller components are required to fit on computer chips to meet the ongoing demands of miniaturizing electronic devices. Consequently, computer chips are becoming increasingly crowded. Designers of electronic architectures have therefore followed the lead of urban planners and started to build upward. In so-called 'three-dimensional (3D) packages', for example, several flat, two-dimensional chips can be stacked on top of each other using vertical joints.

Controlling the properties of these complex structures is no easy task, as many factors come into play during production. Faxing Che and Hongyu Li and co-workers from the A*STAR Institute of Microelectronics, Singapore, have now developed a powerful modeling method that allows large-scale simulations -- and optimization -- of the fabrication process, which provides welcome assistance to designers.

Among the challenges of producing tightly packed computer chips is the need to prevent warpage of the underlying silicon wafer as electronics components are stacked on it. Warpage leads to a number of unwanted effects. "Strong warpage can cause wafer breakage, it makes tight packing more difficult and some processing machines cannot handle high-warpage wafers," explains Li. The degree of warpage depends on many design and process parameters, and optimizing the procedure experimentally is time-consuming and costly.

Using their computer model, Che and Li studied a wide range of parameters that influence the warpage of an 8-inch diameter silicon wafer. They focused, in particular, on how a silicon substrate responds to the deposition of layers of copper -- through which electrical currents eventually flow. "This is the first time that a model has been able to predict warpage [at] the level of the entire wafer," says Li. Moreover, the stress on the wafer can be determined accurately. The calculated values agreed well with experimental data. Importantly, with the computer simulations, the researchers could explore regimes that cannot be easily studied experimentally, such as how the depth of the connections between layers influences wafer warpage.

The next goal is to simulate even larger wafers with variable connection sizes, explains Li. "Today, there are two industry standards for 3D packaging applications, 8-inch and 12-inch wafers, but the latter are becoming increasingly important," she says. The team's model is applicable to these larger wafers, too, but it requires optimization. Currently, Che, Li and their co-workers are collecting warpage and stress data for 12-inch wafers. They will use these data for developing their model further, according to Li.

Testimony ends in marathon NH gas additive trial

CONCORD, N.H. (AP) -- Testimony has ended in a marathon trial over whether Exxon Mobil Corp. should pay the state of New Hampshire hundreds of millions of dollars to monitor and treat private wells and public drinking supplies contaminated by the gasoline additive MTBE.

Jurors in the longest-running trial in state history are set to hear final arguments on April 3.

The products liability case opened Jan. 14. The final defense witness testified Wednesday that MTBE significantly improved air quality in New Hampshire by reducing emissions.

Engineer Thomas Austin equated the benefits of MTBE use in New Hampshire in 2006 to removing 166,000 vehicles from the state's roads.

The state filed its lawsuit a decade ago against 26 oil companies and distributors. All but Exxon Mobil reached settlement agreements with the state.

Florence teen uses coupons to help homeless pets in big way | al.com

FLORENCE, Alabama - A Florence teen is being honored by People for the Ethical Treatment of Animals for her work helping animals in her local animal shelter.

Monica Williford, 14, has received a Star Street Teamer Award from peta2, PETA's youth division. According to a news release from the group, the Street Team is a group of youth activists who help animals through in-person events, online campaigns and social media.

Williford won the award for her take on "extreme couponing," the news release said. The Florence Freshman Center student collects every coupon for pet food, toys and other supplies that she can find and uses them to buy the items, at low- or no-cost. She then donates the supplies to the animal shelter.

"Monica looked at the national mini-craze of extreme couponing, and the first thing that came to her mind--and her heart--was how she could seize on it to help cats, dogs, and other animals," Marta Holmberg, peta2's director, said in the news release. "Young people are leading the animal rights charge, and Monica is a trailblazer they can look to for inspiration."

Williford also volunteers her time at the animal shelter and makes candles and other craft items for the shelter to use for fundraising efforts.

For her efforts, the teen was awarded a framed certificate and has been featured on peta2.com's "Everyday Heroes" feature.

Megan & Jean-Noel were married at a beautiful home in Lake Forest over Labor Day weekend last year. The home belongs to Megan?s parents; it was the ideal setting for this intimate affair?the precursor to their fabulous fete in France. Rain fell most of the morning, but clear skies came upon us just as we began setting up for the ceremony and cocktail hour {both scheduled to take place outside, in front of the house}.

As guests arrived, they were greeted with drinks and hors d?oeuvres for cocktail hour, and were later invited to take their seats in a ?secret garden? before the ceremony began.

After the ceremony, Megan & Jean-Noel had a receiving line inside the home, where guests could partake of more libations and find their escort cards. A tented reception in the backyard was their next destination. It was a dimly lit (only the lights of the tent and candles lit up the night) and intimate setting, just as the couple had requested. As guests found their seats, they sat down to their first course, a soup and salad duet consisting of chilled puree of english pea soup and a baby beet salad.

The children sat at a separate table set with kid-friendly items and access to a separate food station filled with mini cheeseburgers, popcorn chicken, mini mac n cheese, bag o? tots, tons of candy, ?juices and sodas to keep them satisfied throughout the evening. For their main course, adults enjoyed a carefully curated food station set atop our favorite farm tables from Tablescapes {to keep with the organic theme of the evening}.

AAA Mich.: Gas prices rise 3 cents from last week

DEARBORN, Mich. (AP) -- AAA Michigan says gasoline prices have risen about 3 cents during the past week to a statewide average of about $3.80 per gallon.

The auto club says Monday the average is about 17 cents per gallon less than last year at this time.

Of the cities it surveys, AAA Michigan says the cheapest price for self-serve unleaded fuel is in the Flint area, where it's about $3.73 a gallon. The highest average is in the Lansing area at about $3.84.

Dearborn-based AAA Michigan surveys 2,800 Michigan gas stations daily.

As coastal population grows, so does risk of severe storms

Everyone wants to live near the beach, it seems.

Nearly 11 million more Americans will move to the coasts by 2020, putting more of the population at risk from extreme coastal storms, according to a report released today (March 25) by the National Atmospheric and Oceanic Administration. The nation's shorelinesalready hold the most densely packed communities in the country, with 446 people per square mile versus the national average of 105 people per square mile (excluding Alaska), found the NOAA National Coastal Population Report. The population density is six times greater at the coast than inland. (One square mile is about 2.5 square kilometers.) ?

"The coast is substantially more crowded than the U.S. as a whole," report editor Kristen Crossett, of NOAA's National Ocean Service said in a statement. "And the projected growth in coastal areas will increase population density at a faster rate than the country as a whole."

The coastal population also grew older between 1970 and 2010. During that time, there was an 89 percent increase in people older than 65 and a 4 percent drop in people younger than 18 years old, the report found. [Infographic: US Coastal Population]

Shoreline communities include those next to oceans, major estuaries and the Great Lakes. As the planet warms, these cities, towns and villages face a double threat of rising sea levels and more severe storms. The oceans are expected to rise up to 6.6 feet (2 meters) by 2100 due to thermal expansion (water expands as it warms) and glacier melt, according to the most recent report from the Intergovernmental Panel on Climate Change (IPCC), the international body charged with assessing the future impact of climate change.

Global warming could also result in more extreme coastal storms, such as Hurricanes Sandy and Isaac, which caused severe damage last year, though the number of storms may not change, according to the IPCC and climate scientists.

The population pressures may affect coastal areas, Holly Bamford, assistant NOAA administrator for the National Ocean Service, said in a statement.

"As more people move to the coast, county managers will see a dual challenge: protecting a growing population from coastal hazards, as well as protecting coastal ecosystems from a growing population," Bamford said.

In 2010, 123.3 million people ? 39 percent of the U.S. population ? lived in shoreline counties, according to the report, which is based on data from the U.S. Census and NOAA. Since 1970, the shoreline population grew by 39 percent.

The number of people living near the nation's watersheds is even larger, NOAA found. A watershed county is an area in which water, sediments and dissolved material drain to a common coastal outlet, like a bay or the ocean.

From 1970 to 2010, the U.S. coastal watershed population increased by 45 percent. In 2010, 52 percent of the U.S. population lived in coastal watershed counties, although these regions account for less than 20 percent of the country's total land area (excluding Alaska).

Texas shootout gun killed Colorado prison chief: sheriff

DENVER (Reuters) - The gun used by a white supremacist ex-convict who was killed in a shootout with police near Decatur, Texas, last week was the same weapon used to kill Colorado's prison chief two days earlier, law enforcement officials said on Monday.

Evan Spencer Ebel, a 28-year-old parolee from Denver, was killed in a gun battle with Texas police last Thursday after a high-speed chase through Decatur.

Ballistics tests established that his gun was used to kill Tom Clements, executive director of the Colorado Department of Corrections, the El Paso County, Colorado, Sheriff's Office said on Monday. Clements, 58, was shot dead on Tuesday when he answered the door at his home south of Denver.

Ebel, who according to law enforcement sources was a member of a white supremacist prison gang known as the 211 Crew, has been named as a suspect in the killing.

"The analysis done by ballistics experts has concluded the gun used by Evan Ebel in Texas was the same weapon used in the shooting death of Tom Clements," the sheriff's department said in a written statement.

"The confirmation goes well beyond acknowledging the same caliber and brand of ammunition being used, but rather is based on unique, and often microscopic markings left on the casings at both scenes," the sheriff's department said.

The department said investigators were seeking to determine whether Ebel acted alone in the shooting of Clements or if others were involved.

Ebel has also been identified by police as a suspect in the killing of pizza delivery man Nathan Leon in Denver last Sunday, two days before Clements was slain.

A Domino's pizza deliverer's shirt or jacket and pizza carrier were found in the trunk of Ebel's Cadillac following the gun battle with police, according to a search warrant filed in the case and posted online by the Fort Worth Star-Telegram newspaper.

A Denver police spokesman said detectives were meeting on the case on Monday afternoon.

Meanwhile, authorities have been looking for ties between the death of Clements and the January killing of Mark Hasse, a prosecutor in the Kaufman County District Attorney's Office. Kaufman County is east of Dallas.

Ebel was paroled in the Denver area in January.

Italy court to decide whether Amanda Knox should be tried again for murder

In the six years since Seattle student Amanda Knox was tried for murder in Italy, she was convicted, spent four years in jail, and was finally acquitted. In a new twist, prosecutors are asking the court to try the case again. NBC's Michelle Kosinski reports.

ROME -- Italy's highest court was set to decide on Monday whether to overturn the acquittal of American student Amanda Knox in the murder of her roommate.

Knox and her then-boyfriend Raffaele Sollecito were both convicted and then acquitted of Meredith Kercher's 2007 murder in Perugia, Italy, where they were students.

Knox spent four years in prison after being found guilty.

Small-time drug dealer Rudy Hermann Guede, an acquaintance of Knox's, was also convicted and was jailed for 16 years.

Prosecutors argued that Knox and Sollecito killed Kercher after a drug-fueled sexual assault.

The long legal saga of Amanda Knox, an American student accused of the violent death of her roommate, British student Meredith Kercher, has made headlines around the world since it began in Perugia, Italy, in late 2007.

If judges reject the prosecutors' argument that the acquittal should be thrown out and a new trial ordered, Knox's acquittal will be final.

"The only way the evidence could be characterized was absent, non-existent, inconclusive and unreliable," said Theodore Simon, Knox's defense attorney.

The scant DNA evidence initially linking Knox and Sollecito the murder was later found to have likely been contaminated. Defense attorneys argued that Guede was the sole killer and that the acquittal was justified.

Since her release from prison in 2011, Knox has resumed her studies in Seattle.

Knox and Sollecito did not appear in court Monday.

Both American and Israeli leaders must have heaved sighs of relief as Air Force One departed from Ben-Gurion Airport with President Obama?s visit culminating on a high note for both parties.

Obama engaged in an unprecedented charm offensive in order to overcome the intense Israeli distrust towards him stemming from his initial efforts to appease the Arabs by ?providing daylight? between the US and Israel. To that end, four years ago in Cairo, he groveled to the Moslem world and basically endorsed the Palestinian narrative. Subsequently he demanded a unilateral settlement freeze including the Jewish suburbs of East Jerusalem, issued one-sided condemnations of Israel and repeatedly snubbed Prime Minister Netanyahu.

What particularly rankled Israelis in his Cairo speech was his attribution of the creation of Israel to the Holocaust, effectively ignoring the Jewish links with Eretz Israel for 3000 years.

His first speech on arrival at the airport totally repudiated this. He related movingly ?to the Jewish homeland? in which Jews prayed and tended the land for 3000 years, describing the rebirth of the Jewish state as an unparalleled historic act of redemption. He subsequently said that Israel was the guarantor that a future Holocaust would never recur. He reaffirmed that ?the US is proud to stand with you as your greatest ally and your greatest friend?, describing the ?unbreakable? US-Israel alliance as ?eternal?.

He subsequently visited the Israel Museum where he viewed the Dead Sea Scrolls ?- evidence of the historical linkage between Israel and the Jewish people. He also visited the graves of Zionism?s patriarch, Theodor Herzl directly repudiating Erdogan?s outrageous remarks against Zionism in order to facilitate Netanyahu?s unsavory back down to Turkey which realpolitik demanded for tangible strategic reasons.

Obama repeated his mantra opposing settlement expansion and calling for implementing the two-state solution. He irritated many Israelis by referring to Palestinian suffering without relating it to terrorism and incitement as well as praising the PA as a genuine peace partner. But for the first time he explicitly urged the Palestinians to accept Israel?s offer of negotiating without preconditions. He also made no demands on Israel for further unilateral concessions and hinted but avoided explicitly repeating his former demand that the indefensible 1949 armistice lines with swaps serve as a benchmark for negotiations. Of course, that may be resurrected at a future date.

Israelis remain somewhat queasy as to Obama?s ultimate intentions regarding Iran. Whilst expressing hope that diplomacy could still succeed, he reiterated that he was not bluffing when he vowed as a last resort, to exercise all options to prevent the Iranians from achieving nuclear status, but still declined to set deadlines. There are also concerns that the US may agree to a partial deal in which the Iranians would be permitted to develop medium enriched uranium enabling them subsequently to create a bomb within a very short time span.

Yet on the positive side, a nuclear Iran is now recognized as a threat to the US and the West. And for the first time, Obama stated explicitly that the US accepted and respected Israel?s right to take whatever steps deemed necessary to defend itself ? a clear message to the Iranians that if they maintained their current course, the US would not block an Israeli strike.

If after his repeated undertakings, Obama fails to prevent Iran from developing a nuclear bomb, he would lose enormous global credibility amongst friends and foes alike and irretrievably tarnish his legacy.

It would however be premature for Israelis to conclude that Obama?s intensively friendly statements and hugs signify a reversal of his political approach.

Even on this visit, unlike Presidents Clinton and Bush, he refused to address the Knesset ? the embodiment of Israel?s democratic ethos; declined to visit the Kotel and the Temple Mount to avoid compromising US policy which stipulates that these are disputed areas; and excluded Ariel University students from his address.

American Jewish journalist, Jeffery Goldberg, who is close to Obama, described his views on Israel as being more akin to Israel?s far left newspaper, Ha?aretz, than the political mainstream. His administration is thus likely to remain isolationist and continue to appease rather than confront Islamist regimes.

Some suggest that he seeks popular support in order to renew pressure on Israel to make further unilateral concessions and accept his formula based on the indefensible pre-1967 borders. There is already talk of Secretary of State John Kerry reintroducing the Arab League ?peace initiative? based on 1967 borders and repatriation to Israel of Arab refugees.

But Obama is a pragmatist and aware that opinion polls demonstrate that Americans today are more supportive of Israel than ever before and that ongoing confrontation with the Jewish state would create needless problems in Congress where he faces crucial challenges. Indeed, on the eve of his visit over three quarters of the Congress petitioned him to stand by Israel. He has probably also concluded that one sided pressurizing of Israel has been counterproductive.

Some Israelis will dismiss his utterances as mere platitudes and warn against becoming bedazzled by a false dawn. But the political gravitas of such statements should not be underestimated. Never has an American president spoken out with such commitment and passion about Israel and effectively identified himself with the Zionist vision.

He also repudiated calls from the far left, including Israeli so called ?peaceniks? and Jews like J Street, urging him to employ ?tough love? and pressurize Israel. More importantly he conveyed a powerful message to the Islamists.

Indeed, without suggesting that Israelis were transformed overnight into fans, his unprecedented passionate Zionist speeches and extraordinary efforts to overcome the personal animus with Netanyahu did more than merely ease acute concerns. At least symbolically, they represented a sea change and will historically be recorded as the highlight of his visit.

Politicians must be judged by their actions. Whilst the selection of Chuck Hagel as Secretary of Defense, uncertainty over timing in relation to Iran, the Administration?s infatuation with Abbas and the ongoing US ?engagement? with undemocratic Islamist regimes remain grounds for concern, the powerful messages of friendship and support directed towards us by an American President are of enormous significance.

Prime Minister Netanyahu, who only days earlier succeeded in cobbling together a government, must be immensely satisfied with Obama?s extraordinary public displays of friendship. Netanyahu spoke for the entire nation when conveying gratitude for US military support which despite the tensions, actually expanded under the Obama administration.

However, most Israelis appreciate that we cannot subcontract our security to any third party ? not even the United States - and must rely on our own defensive capabilities.

In the short term, achieving a peace settlement remains a mirage. However, transitory agreements can be implemented which would improve the relationship between Palestinians and Israelis.

The new Israeli government is in an ideal position to move in this direction. If instead of pressuring Israel to commit to final borders or make further unilateral concessions, the Obama administration endorsed its efforts to create interim or partial agreements providing the Palestinians with improved quality of life, this would represent considerable progress. Over time, it may even encourage the emergence of a moderate Palestinian leadership willing to negotiate towards a comprehensive peace settlement.

WBC players look to sustain success

DUNEDIN, Fla. (AP) - Jose Reyes bounced around the clubhouse exuding his usual energy and joked with a few teammates before putting on his Toronto Blue Jays' uniform.

Back from helping the Dominican Republic win the World Baseball Classic, Reyes is eager to help his new team contend in a tough AL East. There's no WBC hangover for the four-time All-Star shortstop.

"I don't want to play down. I want to play the same way I played in the WBC because the season is right around the corner," Reyes said Friday. "I'm going to continue to work on my game and be ready to go."

Reyes was back in the leadoff spot in Toronto's lineup for the first time since March 2. He went 0 for 1 with two walks in a 1-0 win over Boston. Blue Jays designated hitter Edwin Encarnacion also returned to the team after playing for the Dominican Republic. He didn't start against the Red Sox because of a finger injury.

The laid-back atmosphere at spring training doesn't compare to the intensity level of the WBC games where there's so much pride at stake playing for your country. While Reyes doesn't need much motivation, other players could take a little time to adjust.

"I'm sure it'll be a little bit of a letdown," Blue Jays manager John Gibbons said. "I'm sure they're glad to be back with their team. A guy like Reyes, he's enthusiastic about everything he does."

Robinson Cano, the MVP of the WBC, returned to the New York Yankees on Thursday, and picked up their only hit in a loss to Minnesota on Thursday night. The four-time All-Star second baseman is even more important to the Yankees now that they're missing Alex Rodriguez, Mark Teixeira and Curtis Granderson, and Derek Jeter's status is uncertain.

"I want to play the game the same way with the same intensity," he said. "It's a different mindset in spring training than playing in the WBC. You don't want to overdo it. You have to go out there and play hard and prepare for the season."

Tony Pena, the Yankees bench coach, managed the Dominican Republic to the island nation's first international title in its third try. He stressed to his players the importance of working hard and carrying their success over into the regular season with their major league teams.

"We talked about them keeping the intensity," Pena said. "In the WBC, they played with so much emotion. Hopefully they continue the same thing."

The Minnesota Twins had 13 players compete in the WBC, tied with Milwaukee for most in the majors. Manager Ron Gardenhire hasn't noticed his guys lacking focus or playing with any less energy since returning.

"This is the big leagues. This is their job," he said. "I think these guys love being on a baseball field. That was fun watching the WBC. All of our guys had a blast, but they were excited to get back to our club and get ready for the season."

Many managers would prefer keeping their players in camp for obvious reasons. No one wants to risk losing a key player to injury. Teixeira, Hanley Ramirez and David Wright each were injured during the WBC.

Another problem is lack of playing time. Some guys sat on the bench or in the bullpen and had trouble staying sharp during the WBC, so they have to catch up when they're back in camp. This could be a setback for players competing for roster spots or starting jobs.

On the other side of that argument, the experience of playing in a world-class tournament can be benefit younger players.

"There are some issues," Gardenhire said. "Some guys didn't get in, didn't pitch and they were gone for a few days, but we also look at it like what a great experience it is being around some of the best players in the world. Some of our young guys got to take batting practice and take ground balls with some of the greatest players in the world, and that can really help them.

"I'm happy for our guys that went and I'm happy to have them back."

Most managers ease their returning players back into the lineup, rest them when their teams have long road trips and then treat them as normal during the final days of spring training.

Tampa Bay Rays closer Fernando Rodney saved seven of the Dominican Republic's eight wins and had a 0.00 ERA. So, Rays manager Joe Maddon will keep a close eye on him.

"We've got to watch him," Maddon said. "Yes, there's a physical impact. I don't know how that's going to play out by the end of the year. Let him chill for a little bit and then get back to work."

Granderson, a member of the U.S. team in the 2009 WBC, doesn't think it has much of a carry-over effect on players during the regular season. He was with Detroit four years ago, and teammates Miguel Cabrera, Magglio Ordonez and Carlos Guillen also competed in the WBC.

"When I came back, I got thrown right into the mix," Granderson said. "We came back and collectively played well. We had a pretty good season and competed in a very competitive AL Central. I don't think there was any major downswing."

I'd been using command-line, error-prone MS-DOS for two or three years before that, and it was a delight to suddenly be able to maximize screens, switch programs, and point around with a mouse, after living with the syntactically regimented MS-DOS.

Momentum weakened for Assad's ouster in Syria

WASHINGTON (AP) ? Foes of Syrian President Bashar Assad are distracted by fragmentation within their ranks, foreign meddling and new finger-pointing over chemical weapons as the regime more firmly entrenches itself, giving no sign of stepping down any time soon.

With the two-year civil war slogging on, the United States appears closer than ever to sending military support to Syrian rebels in hopes of breaking the bloody impasse that has left more than 70,000 dead and forced more than 1 million refugees to flee their homes. Beyond at least the threat of military intervention, there is growing consensus among the U.S. and its allies that little can be done to put new pressure on Assad to go.

New allegations this week ? almost as quickly debunked ? that chemical weapons may have been used against neighborhoods outside Damascus and in Syria's north spooked the White House and Congress and ratcheted up demands for the U.S. to hamper what one Democratic lawmaker described as Assad's "killing spree."

On his first foreign trip of his second term, President Barack Obama this week maintained his long-standing view that "Assad must go, and I believe he will go." He repeated his caution about sending military assistance to Syrian opposition forces, which could prolong the fighting and unintentionally put U.S. weapons in the hands of Islamic extremists.

But Obama also held firm to his stance that Assad would cross a red line if he were to use his suspected stockpile of chemical weapons ? including nerve agents and mustard gas ? against the Syrian people.

"It's tragic, it's heartbreaking, and the sight of children and women being slaughtered that we've seen so much I think has to compel all of us to say, 'What more can we do?'" Obama said Friday during a news conference in Amman, Jordan. "And that's a question that I'm asking as president every single day."

Secretary of State John Kerry travels to Paris on Wednesday to meet French Foreign Minister Laurent Fabius for talks expected to focus on arming Syrian rebels. The discussion also is expected to touch on the suspected use of chemical weapons in Syria, according to French officials.

On Thursday, a U.S. official cited strong indications that chemical weapons were not used in an attack Tuesday in northern Aleppo province but could not rule out the possibility. The official spoke on condition of anonymity because the matter involved intelligence-gathering. At the same time, the U.N. said it would investigate whether chemical weapons were used and specifically is looking at the regime's claim that rebel forces launched the deadly agents.

But U.N. Secretary-General Ban Ki-moon warned that the investigation "will not happen overnight" ? meaning that the debate over whether the deadly agents were used almost certainly will drag out. And State Department spokeswoman Victoria Nuland on Friday acknowledged difficulties of the U.S. launching its own probe, largely because American investigators cannot visit the sites of the alleged attacks.

The chemical weapons quandary is the newest of several issues that have distracted the Syrian opposition and international community, while Assad digs in even deeper against disjointed plans on how to oust him.

Assad "has not yet decided that his days are numbered and that he's going to have to leave," Ambassador Robert Ford, Obama's envoy to Syria, told a House Foreign Affairs hearing this week.

Ford also told the panel that the Obama administration is reviewing U.S. policy against giving military aid to the Free Syrian Army's leadership. "We do regularly review this ? I'll be very clear about that," he said.

The Assad regime is receiving arms and other military assistance from Iran, Russia and Lebanese Hezbollah. Ford also cited indirect help from Iraq and Iraqi fighters that "is absolutely prolonging the conflict," although Baghdad denies being involved on either side of the Syrian war.

House delegate Eni Faleomavaega, a nonvoting Democrat from American Samoa, described the foreign aid to the regime more bluntly. "It's all military hardware that Assad needs to continue his killing spree," Faleomavaega said.

France and Britain are lobbying the European Union to lift an arms embargo on Syria to raise the possibility of sending weapons to rebel fighters as early as May. So far, the U.S. has joined Germany and other EU nations in resisting supplying arms to opposition forces. But Kerry said this week that the U.S. would not stand in the way of other nations that decide to arm the rebels.

Congress increasingly is pushing the White House to send military aid to anti-regime fighters. On Thursday, Senate Armed Services Chairman Carl Levin, D-Mich., and the panel's top Republican, Sen. John McCain of Arizona, asked Obama to deploy Patriot missiles near the Syrian border in southern Turkey to deter Assad's air forces and destroy regime aircraft. The senators stopped short of asking for arms for rebels, but they encouraged stronger aid to vetted groups, including intelligence, communications equipment and humanitarian assistance, like food and medical care.

"Over the past two years that the horrific conflict in Syria has pressed on, both Syrians on the ground and key allies across the region have made clear their hope for stronger American support," wrote Levin and McCain. "We urge you to take steps to ease the suffering of the Syrian people and protect U.S. national security interests."

Disarray within the opposition forces also has stymied the move to unseat Assad, although rebels control territory in Syria's north and east. Ford described the opposition as divided into political and military wings, and "both are not entirely unified."

This week, the Syrian National Coalition elected American-educated Ghassan Hitto as its prime minister but almost immediately witnessed a walkout by about a dozen of its members, who protested they were sidelined from the decision. The coalition is recognized by the U.S. as a legitimate representative of the Syrian people, but some of its members complain it is dominated by fundamentalists from the Muslim Brotherhood, a conservative Islamist movement.

Additionally, the rebels have been joined by what Ford described as a small minority of fighters known as Jabhat al-Nusra, a powerful offshoot of al-Qaida in Iraq. Al-Nusra has claimed responsibility for most of the deadliest suicide bombings against regime and military facilities and, as a result, has gained popularity among some rebels. However, the group has alienated secular-minded fighters, which is one reason the U.S. has not equipped the rebels with weapons. The Obama administration designated al-Nusra as a terrorist organization last December.

Western nations worry that al-Nusra or other rebels will get their hands on Syria's chemical weapons stockpile ? but are as concerned that Assad will use them against his people, although he has vowed not to. Ford declined to discuss how the White House would retaliate if Assad crosses Obama's red line and deploys the deadly chemicals, but he said the regime might be more tempted to do so as it loses ground.

Ban said he was aware of charges that Assad's military used chemical weapons against the rebels in the Aleppo attack. But the secretary-general did not make clear whether the rebels' claim also would be part of the new U.N. probe. Obama, meanwhile, has said he is "deeply skeptical" that opposition forces used the chemical weapons.

Because of the risks getting investigators to the war zone, it likely will be difficult to prove whether chemical weapons were used, said Ralf Trapp, a chemical and biological weapons scientist formerly at the Organization for the Prohibition of Chemical Weapons. He said evidence is best collected at least within several miles from the site at the time of the attack.

"You really have to be on the ground," Trapp said in a telephone interview from France. "You need to be where the event occurred and you need to speak with the victims. In a civil war, that's not easy."

Ford said the rebels have begun to outmatch the regime's military and captured key cities and officials while controlling Syria's land borders with Turkey and Iraq. Heavy fighting near Assad's palaces in Damascus recently "would have been rattling his windows," Ford said.

But Assad could remain in power at least through the end of the year. For one, there are few places he could flee to without fearing prosecution or assassination. "Assad has very little impetus to do anything but stay there," said Rep. Scott Perry, R-Pa.

Without more foreign pressure and aid, it's unlikely Assad would leave for months or even years, said Ken Pollack, a Mideast expert at the Brookings Institution in Washington and a member of the National Security Council during the Clinton administration.

"The situation has degenerated into a bloody, but potentially very durable stalemate," Pollack said.
