Waters recede in Louisiana, leaving sopping mess

BELLE CHASE, La. (AP) ? Floodwaters from Isaac receded, power came on and businesses opened Friday ahead of the holiday weekend, the beginning of what is certain to be a slow recovery for Louisiana.

Newly-nominated Republican presidential candidate Mitt Romney visited flood-ravaged communities, and President Barack Obama said he would arrive Monday, appearances this part of the country is all too familiar with after Katrina and the Gulf oil spill.

Meanwhile, the leftovers from the storm pushed into the drought-stricken Midwest, knocking out power to thousands of people in Arkansas. At least seven people were killed in the storm in Mississippi and Louisiana.

In Lafitte, a fishing village south of New Orleans, Romney saw soaked homes, roads covered with brown water and debris-littered neighborhoods. The GOP-friendly community is outside of the federal levee system that spared New Orleans and it lay on an exposed stretch of land near the Gulf.

Romney met along a highway with Louisiana Gov. Bobby Jindal, and they talked about challenges facing the stricken area, which relies on fishing for its livelihood. He also spoke to town officials and emergency workers.

"I'm here to learn and obviously to draw some attention to what's going on here," Romney told the governor. "So that people around the country know that people down here need help."

At one point, Romney and Jindal talked to a man in waders, a straw hat and holding a neon yellow "Mitt Is Our Man" handwritten sign. The man complained about the area's lack of protection from flooding.

The town is located just outside a region that is protected by levees and other flood protection measures built after Hurricane Katrina battered New Orleans in 2005. The Army Corps of Engineers spent about $13 billion on the system.

Richard Riley rode out the storm in his home. Even though the water was receding Friday, he decided it was time the leave. He walked about a mile and found rescuers, who took him to family members.

Riley said he favored building new flood protection for the area, especially after Isaac brought in a surprising amount of water. Riley, a Republican, welcomed visits from Romney and the president. He said he wanted Obama to help make that happen.

"He needs to see the devastation and allocate the money that's needed to build new levees or do whatever is needed to protect us," Riley said.

Crown Point, Lafitte and other nearby settlements that jut inland from the Gulf are accustomed to high water driven by hurricanes. But Isaac, a relatively weak storm by the standards of Betsy and Katrina, pushed in much more water than expected after it stalled after landfall.

To the east, officials pumped and released water from a reservoir, easing the pressure behind an Isaac-stressed dam in Mississippi on the Louisiana border. The threat for the earthen dam on Lake Tangipahoa prompted evacuations in small towns and rural areas.

In New Orleans, at the Magnolia Discount Gas Station in the Carrollton neighborhood, employee Gadeaon Fentessa said up to 50 drivers an hour were pulling in, hopeful they could pump. He had the gas, but no power. Stations that did have power to pump had long lines.

There were other signs of life getting back to some sense of normalcy. The Mississippi River opened to limited traffic, the French Quarter rekindled its lively spirit and restaurants reopened.

Isaac dumped as much as 16 inches of rain in some areas, and about 500 people had to be rescued by boat or high-water vehicles. More than 5,000 people were still staying in shelters.

The remainder of the storm was still a powerful system packing rain and the threat of flash flooding as it headed across Arkansas into Missouri and then up the Ohio River valley over the weekend, the National Weather Service said.

Labor Day plans were already taking a hit.

Oleg Shneper, manager of the Extended Stay America hotel in the Cincinnati suburb of Blue Ash, said occupancy was down about 10 percent already.

His hotel usually gets business travelers and a lot of people visiting nearby Kings Island amusement park in Mason.

"People have called to say they can't get here because the rain is keeping them from getting out of airports," he said. "We're also definitely not seeing as much family traffic."

Farther south, the storm victims included a man and a woman discovered late Thursday in a home in the hard-hit town of Braithwaite, south of New Orleans; a man killed in a restaurant fire; two men killed in separate car accidents, a woman whose car was hit by a tree and a man who fell from a tree.

In Louisiana alone, the storm cut power to 901,000 homes and businesses, or about 47 percent of the state, but that was down to 617,000.

More than 15,000 utility workers began restoring power to customers in Louisiana and Mississippi, but officials said it would be a couple of days before power was fully restored.

Crews intentionally breached a levee that was strained by Isaac's floodwaters in southeast Louisiana's Plaquemines Parish, which is outside the federal levee system. Parish President Billy Nungesser said the work was slow-going. Workers were only able to reach one spot, he said, and 10 to 12 cuts were planned. The levee is cut as the tide goes out, he said, then patched while the tide comes back.

In Mississippi's Bay St. Louis, Allen Barrilleaux, spent Friday morning draining water from the engine of his flooded truck not far from a river.

He was going to ride out the storm with his wife, a friend, and 5-week-old son in their house, which is on stilts, but called for help Wednesday when the water came closer and large pine trees from a nearby mill swirled in the water. They were evacuated by boat.

Watching for ant beds as he walked around his green Chevy, Barrilleaux said hurricanes are part of life here, but disasters can hit anywhere.

"Life's cruel," Barrilleaux said, gripping a wrench with a greasy hand. Then he smiled.

"We're like that big old ant hill and a guy with a lawnmower just keeps mowing us down."

?You wouldn?t run a marathon without training, so you shouldn?t birth naturally without preparing or training.?

Like every over-used statement, the sentiment behind this saying has been lost. What does it really mean? What are the similarities between training for a marathon vs. preparing for natural birth? The more I thought about it, the more relation I found between physically and mentally training for a sport and natural childbirth.

First of all, let me address the nay-sayers.

Nearly every time I see the ?birth is like a marathon? statement, there is usually at least one person in the crowd who feels offended. ?Our bodies were made to give birth. We don?t have to train,? is a common comeback.

It?s true. Females bodies- human and animal alike ? are designed to give birth to our young. This is how our species continues. But how we human beings differ from our mammal friends is our ability to completely relax and enter a deep meditative state during our births, the way a deer or cat might do, tucked away in a dense thicket.

That?s not to say there aren?t those out there who can have this kind of birth ? I absolutely believe in pleasurable, pain-free birth. But I also think that experience is somewhat rare. Natural childbirth preparation is a proactive to having the kind of birth you want.

Labor can be long and arduous.?

Mental attitude, place of birth, diet and physical capacities ? endurance level and strength ? all play a major role in the length and intensity of our labors. A complete natural childbirth preparation course, including exercise, can greatly reduce the need for all kinds of interventions from pain relief, to oxygen, iv or in the case of home birth, transfer to hospital due to maternal fatigue.

A marathon runner knows that race day is not the most important ? it?s all the days leading up to that day that really matter.

My step-father was a marathon runner. He trained year-round for once race, the Boston Marathon. In the lead up to that race, he?d begin by changing his habits. He would go to sleep earlier, drink more water, eat healthier and of course, he ran every day.?Those runs started at 2 miles, working up slowly. Getting his head in the game. Eventually he?d run 15+ miles at a time, but only after his body could withstand it ? he had to slowly build up the endurance and strength to run that long.

What if he had run the marathon without training? Could he have done it? I?m sure he could have, especially since he?d run it for more than ten consecutive years. But his time would have been terrible. He might have had to stop running to throw up. His muscles could have seized up. You see what I?m getting at, right?

Often a good, effective labor and birth depends on how much time and energy you put into preparing for it.

How much time are you willing to spend preparing for birth? How much are you willing to spend? Just for shits and giggles, let?s take a look at a few comparisons between common lifetime purchases and what we Americans spend on birth (these are averages I found on Google).

The average cost of an American wedding is $28,000. Autoblog says the average price of a new car today costs $30,748. Down payment on purchasing a new home can range anywhere from 10k-30k. A 50? plasma TV runs about $1200. And the cost of natural birth in a birth center or at home is anywhere between $2,000-$6,000, but I?ve heard many people say having a home birth is too expensive so they?re going to the local hospital instead. If birth is important, no price is too high. It all comes down to priorities.

I made a point to include these facts in this article to illustrate the amount of time and energy many of us put into making huge decisions for our family, like getting married or buying our first home or car. We wouldn?t think of buying the first house we walk through, or purchasing a car without driving it. Nor should we think our family doctor is automatically the best fit for our pregnancy, labor and birth.

True natural childbirth preparation takes more than a one-day visit to the local hospital to sit in on a free class.

Think of your pregnancy as Labor Training. There are hills to climb. Squats to hold. How will you react in the throes of labor? Contractions might start and never stop, coming one after the other without a break at high intensity for a short period of time. Or your rushes might feel more like strong pressure, but make you extremely?nauseous?go on for 27 hours. What will you do if you?re faced with a labor you weren?t expecting? (Which is very likely to happen.)

My best advice to you is to attend an independent natural childbirth course.

Iran pushes to blunt UN nuke agency powers

VIENNA (AP) ? Under pressure from a U.N. nuclear agency probe, Iran is urging member countries to revamp the agency to dilute the power of nations that fear Iran may be trying to make atomic weapons.

The proposal, which criticizes "the limited, unbalanced and inequitable geographical representation" of the International Atomic Energy Agency board, is unlikely to be approved by the agency's board, which will hardly agree to weaken itself.

But it likely will give Iran and its supporters a platform at next month's general conference, attended by about 150 nations.

The bid is outlined in a document submitted for the conference and appears to be part of Tehran's broader efforts to weaken the IAEA's attempts to follow up on suspicions that it has experimented with components of a nuclear weapons program.

It calls for expanding the IAEA's board, which is now dominated by Western nations that strongly support the agency's probe of Iran's nuclear program.

Iran says such allegations are based on fabricated intelligence from the U.S., its Western allies and Israel. Tehran insists that all of its nuclear work is peaceful.

Luis Suarez's late goal sent Liverpool into the Europa League group stage as the Reds drew 1-1 with Hearts at Anfield on Thursday to clinch a 2-1 aggregate success.

Brendan Rodgers' team had a 1-0 advantage from last week's first leg at Tynecastle and despite dominating for long periods at Anfield, they out just scraped past the Scottish Premier League outfit.

98-year-old message in bottle sets world record

The record-breaking 98-year-old bottled message (Scottish government/AP)A message in a bottle has been pulled from the ocean 98 years after it was written, and officials say it is the world's oldest of its kind.

Scottish fisherman Andrew Leaper found the letter in his nets while sailing off of Scotland's northern coast. And on Thursday, Guinness World Records confirmed that is the old message in a bottle ever found, beating the previous record holder by five years.

"As we hauled in the nets I spotted the bottle neck sticking out and I quickly grabbed it before it fell back in the sea," Leaper, 43, told the BBC. "It was very exciting to find the bottle and I couldn't wait to open it."

Amazingly, the previous record holder was found by the same boat, the Shetland-based "Copious."

"We are pleased to hear that the same vessel helped to break the Guinness World Record for oldest message in a bottle twice," said a spokesperson for Guinness World Records. "This is a fascinating record, both historically and scientifically.

In 1914, Scottish Captain C.H. Brown of the Glasgow School of Navigation released 1,890 bottles as part of a government experiment to map the undercurrents of the seas around Scotland. Each bottle contained a postcard asking the finder to record details of where the bottle was located. The letter also promises a reward of sixpence, which the AP notes no longer exists.

"It was an amazing coincidence," Leaper said of being on the same boat that broke both records. "It's like winning the lottery twice."

And it's entirely possible that the record could be broken on another voyage, as only 350 of the original bottles have been discovered.

(AP) ? The Justice Department announced Thursday it has ended its investigation into CIA interrogations of terrorist detainees without bringing criminal charges.

The decision in the probes of the deaths of two terrorist suspects marks the end of a wide-ranging criminal investigation by federal prosecutor John Durham into interrogation practices during the presidency of George W. Bush.

Durham has looked into the treatment of 101 detainees in U.S. custody since the Sept. 11, 2001, terrorist attacks.

Durham's probe into another episode involving the CIA began in January 2008 when the Justice Department chose him to conduct a criminal investigation into the agency's destruction of videotapes it had made of its interrogations of terrorist suspects.

In August 2009, Attorney General Eric Holder expanded Durham's mandate to include a preliminary review of the CIA's interrogation of specific detainees overseas. In June 2011, Holder approved Durham's request to move into a full criminal investigation of the two deaths.

The 2009 expansion followed the public release of an internal CIA inspector general's report that revealed agency interrogators once threatened to kill a Sept. 11 suspect's children and suggested another would be forced to watch his mother be sexually assaulted. The report said some CIA interrogators went beyond Bush administration restrictions that gave them wide latitude to use severe tactics such as waterboarding, a simulated drowning technique.

In regard to the just-completed probe of the two detainees' deaths, Holder said that "based on the fully developed factual record concerning the two deaths, the department has declined prosecution because the admissible evidence would not be sufficient to obtain and sustain a conviction beyond a reasonable doubt."

In a message to employees Thursday, CIA Director David Petraeus said that "as intelligence officers, our inclination, of course, is to look ahead to the challenges of the future rather than backwards at those of the past. Nonetheless, it was very important that we supported fully the Justice Department in its efforts" and "I would like to thank everyone who played a role" in doing so.

Former CIA Director Michael Hayden said he was "heartened that the investigation is complete, and I'm heartened by the results. I had great confidence in Mr. Durham. I just regret that many CIA officers had to go through yet another review of these activities."

Jameel Jaffer, deputy legal director of the American Civil Liberties Union, called the outcome of the investigation "nothing short of a scandal."

"Continuing impunity threatens to undermine the universally recognized prohibition on torture and other abusive treatment," Jaffer said.

Durham's review examined whether CIA interrogators used any unauthorized interrogation techniques, and if so, whether the techniques could constitute violations of the torture statute or any other laws. The approach taken in the probe was not to prosecute anyone who acted in good faith and within the scope of the legal guidance given by the Justice Department's Office of Legal Counsel regarding the interrogation of detainees.

Thursday's announcement came in the deaths of Gul Rahman and Manadel al-Jamadi.

Rahman died in the early hours of Nov. 20, 2002, after being shackled to a cold concrete wall in a secret CIA prison in northern Kabul, Afghanistan, known as the Salt Pit. He was suspected of links to the terrorist group al-Qaida. Rahman is the only detainee known to have died in a CIA-run prison.

Before Durham looked into Rahman's death, two other federal prosecutors conducted separate reviews and could not prove the CIA officer running the Salt Pit had intended to harm the detainee ? a point made in a government document that has been released publicly.

Al-Jamadi died in 2003 at the Abu Ghraib prison in Iraq. A military autopsy declared al-Jamadi's death a homicide.

At Abu Ghraib prison, instead of turning al-Jamadi over to the Army, CIA officers took him to a shower stall. They put a sandbag over his head, cuffed his hands behind his back and chained his arms to a barred window. When he leaned forward, his arms stretched painfully behind and above his back.

Within an hour, he was dead.

At least three CIA employees came under scrutiny, including a paramilitary officer who ran what was known as the detainee exploitation cell at Abu Ghraib.

The officer was on the raid when a group of Navy SEALs captured al-Jamadi. He processed al-Jamadi into the prison but he was not in the shower room when al-Jamadi died.

The officer failed to have a doctor supervise al-Jamadi before he was processed into the prison, violating agency procedures. The officer, who was reprimanded over the incident, now works for a defense contractor.

A significant proportion of primary-care physicians (PCPs) would recommend colorectal cancer screening for elderly patients with a severe illness, a recent survey revealed. Although guidelines recommend such screening for persons aged 50 years and older, elderly patients with severe illnesses are ?unlikely to benefit from early cancer detection and may suffer harm from the screening process.?

A total of 1,266 general internal medicine, family practice, and obstetrics-gynecology physicians were given nine clinical scenarios representing patients aged 50, 65, and 80 years who were either healthy with no illness, moderately severely ill (with ischemic cardiomyopathy), or severely ill (with advanced lung cancer). The respondents were then asked which, if any, screening tests they would recommend for a given patient.?

For an 80-year-old patient with inoperable non-small cell lung cancer, 25% of the PCPs would recommend colorectal cancer screening. For an 80-year-old person with ischemic cardiomyopathy, 71% of the respondents recommended colorectal cancer screening.?

David A. Haggstrom and ?fellow researchers also reported in Journal of General Internal Medicine that the physicians were more likely to recommend fecal occult blood testing than colonoscopy as the preferred screening modality for a healthy 80-year-old than for healthy 50- or 65-year-old patients (19%, 5%, and 2%, respectively). Obstetrician-gynecologists were the physicians most likely to recommend colorectal cancer screening for the oldest, sickest patients, and physicians working from a full electronic medical record were less likely to recommend screening. ?

Endangered tiger cubs caught on camera

Two endangered tiger cubs and their mother have been caught on film in Thailand near the site of a proposed hydroelectric dam.

The black-and-white footage, taken in May, shows a mother tiger investigating a camera trap near the Mae Wong River. After a moment, her two cubs bound through the woods after her.

The tigers are three of the fewer than 300 wild Indochinese tigers left in Thailand, according to the WWF, which released the video of the cubs and mama tiger, along with the Thai Department of National Parks, Wildlife and Plant Conservation.

Panthera tigris corbetti is an endangered subspecies of tiger found only in southeast Asia. Conservation agencies estimate that there are fewer than 1,500 in the wild today, with Thailand hosting a few hundred. According to the advocacy group Tigers in Crisis, one Indochinese tiger is lost to poachers each week, on average. The big cats are also threatened by shrinking habitats and loss of prey. Now, environmental groups are crying out against a proposed $400 million dam project on the Mae Wong River. The dam would inundate more than 5,000 acres (2,023 hectares) of land in Mae Wong National Park. The dam, and others planned along with it, would also cut the region's fish supply by 16 percent, according to a study released Monday by WWF and the Australian National University. That food supply would have to be replaced by agriculture, according to the report published in the journal Global Environmental Change.

The WWF and other conservation groups worry that the dam project would also bring new roads into tigers' forest habitat. Those roads, in turn, may bring more poachers into the region.

"The good news is that the footage tells us our tiger conservation efforts are on the right track and that this area is succeeding in helping wild tigers reproduce," Rebecca Ng of WWF's Greater Mekong program said in a statement. "If the dam is built, it will literally wash away years of conservation efforts and risks the future of tigers in Thailand."

The Thai government says that the project will help ease problems of drought and flooding in the region, according to the Bangkok Post. Environmental groups are taking the issue to court, filing a complaint with the country's Central Administrative Court alleging that the prime minister and Cabinet violated the constitution by approving the Mae Wong dam before environmental impact studies were completed.

Q: I have a signed offer on a condo for short sale. I am in the paperwork repetition cycle with my mortgage company as the mortgage was sold after the signed offer and all the paperwork was completed. Therefore he gets someone else in his office to enter the data. This has proved to be laborious and inefficient. I have lost confidence in my realtors organizational, interpersonal and communication skills. Where does this leave me? I feel it would be counterproductive to make a switch at this time, but am having a hard time dealing with the realtors inability to answer questions, (which he can never answer and does not seem to understand) and his attitude. A: Hello. I?m not sure but I am guessing you are the owner who is short selling; is that correct? If so then here are my answers:

Equator is free and required by several banks including Bank of America and Wells Fargo. There is no reason your agent couldn?t use Equator unless he does not have errors and omissions insurance; that is required.

I suspect he is not that educated in short sales. There are several extra certifications and designations that train agents in the short sale process. So I?m not sure why you chose this agent without any additional short sale credentials. Just because someone has a license does not mean they are fluent in short sales. In fact many agents never get those additional credentials and just add ?short sale expert? or ?short sale guru? or ?short sale professional? to their business cards or the advertisements. Those are nothing more than misleading, self-proclaimed gimmicks that agents use.

You should look for an agent who has SFR or CDPE after their name. They have earned those designations.

If you feel like firing your agent you should have an attorney review your agreement to keep you out of trouble.

How a virus might make you diabetic later in life

ScienceDaily (Aug. 24, 2012) ? Cytomegalovirus (CMV) is one of the viruses that most infected people carry without ill effects. Once infected you are infected for life and, although it normally is dormant, it can become active again at any point in time. New research published in BioMed Central's open access journal Immunity and Ageing shows that CMV infection is a significant risk factor for the type 2 diabetes in the elderly.

Obesity, inactivity and aging are known to be associated with insulin resistance, one of the first signs of incipient diabetes. However only a third of those with insulin resistance go on the develop type 2 diabetes. So what marks these people as different? Why do their pancreas' fail? Genetic and environmental factors are thought to play a part but so also does inflammation. People with type 2 diabetes usually have raised levels of biological markers for inflammation such as elevated CRP and larger numbers of active white blood cells.

Chronic infections including CMV can 'stress' the immune system and when researchers from Leiden University Medical Centre and University of Tubingen Medical School compared glucose regulation with antibodies to CMV (or CMV seropositivity) in over 500 participants of the Leiden 85-plus Study they found that having CMV was associated with type 2 diabetes.

The researchers suggest that CMV could be either acting directly on pancreatic cells or indirectly by causing the immune system attacking the pancreas. Dr Andrea Maier, who led the investigation explained, " In our study we realised that although CMV seropositivity was associated with type 2 diabetes, higher levels of HnA1c and high non-fasting glucose the actual level of antibodies against CMV was not. "

This study is looking at the effect of CMV on the very old. By their very nature these people have had longer to become infected with CMV and have low risks for other factors which are linked to diabetes or to cardiovascular disease. While it may not be possible to extrapolate these findings to the general population it seems likely that finding a way to overcome CMV infections may reduce diseases, such as diabetes, later in life.

Tropical Storm Isaac closes in on U.S. Gulf Coast

NEW ORLEANS (Reuters) - Tropical Storm Isaac bore down on the U.S. Gulf Coast on Tuesday, packing swirling winds and rain and posing a major test of the region's new flood control systems seven years after Hurricane Katrina sent walls of water crashing across its shoreline.

Rain and tropical storm force winds were expected to spread into the region in the coming hours, the U.S. National Hurricane Center said, as computer forecast models increasingly showed the storm likely to make landfall late on Tuesday near southeastern Louisiana as a full-blown hurricane.

Isaac appeared to be taking direct aim at New Orleans, which would be a cruel blow for a city still struggling to recover from Hurricane Katrina which swept across the city almost exactly 7 years ago on August 29, 2005, killing more than 1,800 people and causing billions of dollars of damage.

Authorities encouraged thousands of residents in low-lying areas to evacuate, warning the storm could flood towns and cities in at least three U.S. Gulf Coast states with a storm surge of up to 12 feet.

Isaac also threatened heavy rainfall, with possibly as much as 18 inches (46 cms) in areas, potentially triggering flooding in some coastal areas.

The storm was forecast to strengthen into a Category 1 hurricane, the lowest on the five-step Saffir-Simpson scale of hurricane intensity, with top winds of 90 miles per hour. While that would be well below the intensity of Katrina, a powerful Category 3 storm, the vast size of Isaac's slow-moving system has forecasters predicting widespread flooding.

"Even if it is a tropical storm at landfall, the large size of it will still generate significant storm surge," Hurricane Center Director Rick Knabb told reporters. "That is life-threatening potentially."

Residents in coastal communities from Louisiana to Mississippi stocked up on food and water and tried to secure their homes, cars and boats.

In New Orleans, a bumper-to-bumper stream of vehicles left the city on a highway toward Baton Rouge in search of higher ground. Others prepared, or were forced, to ride the storm out.

"Our flights were canceled so we're going to be here," said Karen Foley, a 23-year-old tourist who had planned to travel home to New Jersey with a friend. "We are just hoping the city doesn't get hit again. It doesn't deserve it," she said.

Along Canal Street in New Orleans' historic French Quarter, crews were boarding up the windows of some stores and businesses.

"I'm not all that concerned about the storm. It's still a Category 1," said Charles Neeley, a 69-year-old contractor overseeing workers covering the windows of a CVS drugstore.

"We usually ride out ones and twos, and get the hell out for threes and fours."

Nonetheless, Neeley said he'd taken care to stock up on food and water at home and fuel his generator.

Isaac was centered 145 miles southeast of the mouth of the Mississippi River early Tuesday with top sustained winds of 70 miles per hour - a speed that places the storm very near hurricane status - and swirling northwest at 12 mph.

The storm was more than 400 miles wide and Craig Fugate, director of the Federal Emergency Management Agency, said the worst effects may well be in Mississippi and Alabama.

TESTING THE LEVEES

After Katrina, the U.S. Army Corps of Engineers built a $14.5 billion defense flood system of walls, floodgates, levees and pumps designed to protect the city against a massive tidal surge like the one that swamped New Orleans in Katrina's wake seven years ago.

Lt. Gen. Russel Honore, who led post-Katrina recovery efforts, said the levees and the level of local government preparedness are "a different story" from 2007.

"But on any given day Mother Nature can beat us," he told CNN, warning the storm could be potent. Isaac has "the capacity to turn the lights out in New Orleans," he said.

In low-lying Plaquemines Parish, which could be the first to be lashed by Isaac's winds and storm surge, workers scrambled to stack sandbags and reinforce levees as Isaac lurked in the Gulf.

Much of the parish lies outside the greater New Orleans levee system, and construction projects to bolster protection are not yet complete.

"We're really worried about the storm surge. We really need a few more years before we see an event like this," said Plaquemines Parish President Billy Nungesser.

Energy companies evacuated offshore oil rigs and shut down U.S. Gulf Coast refineries as the storm threatened to batter the country's oil refining belt.

Oil firms ferried workers in helicopters from oil platforms hundreds of miles offshore in the Gulf of Mexico.

As a precaution, as of Monday afternoon, the energy industry had shut down 78 percent of Gulf of Mexico crude production and 48 percent of its natural gas production, government figures showed.

Despite the threat to the U.S. offshore oil patch, which produces about 23 percent of the country's oil output and 7 percent of its natural gas, prices for international benchmark Brent crude traded down $1.24 to $112.35 a barrel in late Monday activity.

Once ashore, the storm could wreak havoc on low-lying fuel refineries along the Gulf Coast that account for about 40 percent of U.S. refining capacity.

Louisiana Governor Bobby Jindal said President Barack Obama approved his state's request for a federal disaster declaration, on Monday. Obama's approval, given in a phone call that included the governors of Mississippi and Alabama, makes federal funds available for disaster recovery activities like clearing debris.

The ports of Mobile and New Orleans were closed and barge traffic was suspended along southern portions of the Mississippi River.

Isaac killed at least 22 people and caused significant flooding and damage in Haiti and the Dominican Republic before skirting the southern tip of Florida on Sunday.
