ARLINGTON, Texas (AP) ? Investigators will try to determine Saturday if a woman who died while riding a roller coaster at a Six Flagsamusement park in North Texas fell from the ride dubbed the tallest steel-hybrid coaster in the world after not being properly secured by staff, as some witnesses accounts contend.
The accident happened just after 6:30 p.m. Friday at Six Flags Over Texas in Arlington. Park spokeswoman Sharon Parker confirmed that a woman died while riding the Texas Giant roller coaster but did not specify how she was killed. Witnesses told local media outlets that the woman fell.
"She goes up like this. Then when it drops to come down, that's when it (the safety bar) released and she just tumbled," Carmen Brown of Arlington told The Dallas Morning News. Brown said she was waiting in line to get on the ride when the accident happened.
Brown said she also witnessed the woman being strapped into the ride.
"They didn't secure her right. One of the employees from the park ? one of the ladies ? she asked her to click her more than once, and they were like, 'As long you heard it click, you're OK.' Everybody else is like, 'Click, click, click.' Hers only clicked once. Hers was the only one that went down once, and she didn't feel safe, but they let her still get on the ride."
Six Flags expressed sadness over the death and said it was temporarily closing the section of the park around the accident site. It didn't say how long the area would be closed. A message left for Parker by The Associated Press was not returned.
"Our thoughts and prayers are with the family and friends during this difficult time," the park's statement said.
The Texas Giant reaches 14 stories high and has a drop of 79 degrees and a bank of 95 degrees. It can carry up to 24 riders. The ride first opened in 1990 as an all-wooden coaster but underwent a $10 million renovation in 2010 to install steel-hybrid rails before reopening in 2011.
Brown said she was next in line behind the woman and saw her being strapped into her seat next to her son.
"We heard her screaming. We were like, 'Did she just fall?'" Brown said.
Arlington police Sgt. Christopher Cook, the department spokesman, referred all questions to Parker. No other details were available.
In another amusement park accident Friday, a boat on an Ohio thrill ride accidentally rolled backward down a hill and flipped over in water when the ride malfunctioned, injuring all seven people on it. Operators stopped the Shoot the Rapids water ride after the accident, which occurred on the ride's first hill, the Cedar Point amusement park in Sandusky, Ohio, said.
In 1999, a 28-year-old Arkansas woman drowned and 10 other passengers were injured when a raft-like boat on the Roaring Rapids ride at Six Flags overturned in 2 to 3 feet of water about 200 feet from the end of the ride.
Six Flags Over Texas opened in 1961 as the first amusement park in the Six Flags system. It is 17 miles west of downtown Dallas.
The NBA Board of Governors unanimously approved changing the Charlotte Bobcats name back to the Hornets beginning for the 2014-15 season during its summer meeting Thursday in Las Vegas.

RAMALLAH, West Bank (AP) ? A stormy, high-level meeting of senior Palestinian leaders called to discuss U.S. Secretary of State John Kerry's latest peace proposal ended with a decision early Friday to demand guarantees that Israel agree on the general border of a future Palestinian state, officials said.
The demand casts a cloud of uncertainty over months of U.S. mediation efforts because Israel is weary of agreeing to preconditions, arguing it has not led to successful peace talks in the past. Palestinian officials said they wanted guarantees to ensure peace talks would lead to fruition.
Hoping to push Israelis and Palestinians toward talks, U.S. President Barack Obama asked Israel's prime minister, Benjamin Netanyahu, to work with Kerry "to resume negotiations with Palestinians as soon as possible," according to a statement released by the White House late Thursday.
After two separate meetings, Palestinian officials said they decided to send top negotiator Saeb Erekat to meet with Kerry "and inform him that Palestinians want guarantees regarding the general border," said Wasel Abu Yussef, a member of the Palestine Liberation Organization's executive committee, who was in the meeting.
He was referring to Israel's de facto border that separates the Jewish state from the West Bank and east Jerusalem, territories that Israel conquered in the 1967 Mideast war, alongside the Gaza Strip.
Palestinians claim those territories for their future state, with modifications reached through agreed "land swaps" that would see major Jewish settlement blocks built in the West Bank becoming part of Israel proper, in exchange for territories elsewhere.
Abu Yussef said Erekat would also ask for more clarifications from Kerry on what Israel expects from negotiations.
He said Palestinians did not want to reject Kerry's efforts to restart negotiations outright. Another official in the meeting, who spoke on condition of anonymity because of the matter's sensitivity, said they felt pressure from Palestinians to not restart negotiations if they could not be seen producing substantive outcomes.
Suggesting Palestinian officials would be open to talks, they deliberately did not bring up their often-repeated demand that Israel stop building in Jewish settlements in the West Bank and east Jerusalem before talks could resume.
The anonymous Palestinian official said they had decided, so far, not to make the demand this time. He said if Israel agreed on a general border route before negotiations began, it would delegitimize Jewish settlement building in areas expected to be part of a Palestinian state.
Palestinian President Mahmoud Abbas convened the two meetings beginning Thursday with his advisors after a lengthy meeting with Kerry earlier in the week. While Kerry has not publicized details of his plan, the Arab League's decision Wednesday to endorse his proposal raised speculation that the Palestinians would agree. Abbas traditionally has sought the blessing of his Arab brethren before making any major diplomatic initiative.
U.S. officials played down hopes that negotiations would begin soon.
"There are currently no plans for an announcement on the resumption of negotiations," Jen Psaki, a spokeswoman for Kerry, told reporters in neighboring Jordan. An Israeli Cabinet minister said no deal was imminent.
A U.S. official said Kerry would consult with Israeli and Palestinian leaders on Friday before ending his visit to the Middle East and returning to the United States but made no mention of an announcement of new negotiations. The official spoke on condition of anonymity because he was not authorized to discuss Kerry's plans publicly.
Kerry has been shuttling for months in search of a formula to allow resumption of talks after a nearly five-year break. Talks have been stalled since late 2008, with the status of Israeli settlements at the heart of the deadlock.
Netanyahu has rejected the Palestinian demands, saying talks should begin without preconditions.
Ahmed Majdalani, another executive committee member, said Kerry has proposed holding talks for six to nine months focusing on the key issues of borders and security arrangements.
He said Kerry would endorse the 1967 lines as the starting point of negotiations and assured the Palestinians that Israel would free some 350 prisoners gradually in the coming months. The prisoners would include some 100 men that Israel convicted of crimes committed before interim peace accords were signed in 1993. Israel has balked at freeing these prisoners in the past because many were convicted in deadly attacks.
Although the plan does not include a settlement freeze, it was not clear whether Israel would accept any reference to the 1967 lines.
Israeli Cabinet minister Yair Lapid said it was "too early to say" whether Kerry had found a formula for talks.
"Secretary Kerry has done a tremendous job in trying to put both sides together," he told The Associated Press. "Of course Israel is more than willing and has expressed its agreement to go back to the negotiation table, but apparently it's going to take a little more time."
While Israel has balked at Palestinian demands, the international community has largely rallied behind the Palestinian position on borders and Jewish settlements.
In a show of displeasure over the settlements, the European Union announced this week it would stop providing research and cooperation grants to Israeli entities that operate in the occupied territories. Israeli leaders condemned the decision.
On Thursday, Israeli President Shimon Peres urged the EU to reconsider the ban, saying it could undermine Kerry's efforts.
Peres urged the EU to "give priority to peace" and warned the ban "could cause another crisis."

BEIJING (Reuters) - China's central bank announced long-awaited interest rate reforms on Friday, removing controls on the rates banks may charge clients for loans, in a step towards more market-driven pricing of credit.
The People's Bank of China (PBOC) said in a statement on its website that it was removing its floor on lending rates for commercial banks, meaning that banks will now be able to cut rates as much as they see fit to attract borrowers.
The central bank said it hoped the move will lower financial costs for companies.
However, it did not scrap an existing ceiling on deposit rates, currently set at 110 percent of benchmark rates, which many economists see as the most important step Beijing will eventually need to take in liberalizing its interest rate regime.
"This is a big breakthrough in financial reforms. Previously people had thought the central bank would only gradually lower the floor on lending rates. Now they scrapped the floor once and for all," said Wang Jun, senior economist at China Centre for International Economic Exchanges (CCIEE).
The move, which goes into effect on Saturday, will likely lower borrowing costs for businesses and individuals, ending what many observers said had been artificially high borrowing costs that benefited big state lenders at the expense of private enterprise.
"The reform this time does not expand the floating range on deposit rates. The main consideration is that deposit rate reforms will be more profound and need higher conditions," the central bank said in a statement.
China's big lenders, which include Industrial and Commercial Bank of China Ltd , China Construction Bank Corp , Bank of China Ltd and Agricultural Bank of China Ltd , have generally resisted the long-awaited reform as it will likely hit their margins.
But analysts say that the change is necessary for credit to be allocated more effectively in the economy.
The fact that Premier Li Keqiang took the step after just four months in office sends a signal that he and his administration are serious about making reforms aimed at rebalancing the world's second-largest economy.
"In principle, the change could lower borrowing costs, in particular by allowing banks to offer better rates to more credit-worthy borrowers. In practice, the immediate difference will be small," Mark Williams, chief Asia economist at Capital Economics in London, said in a client note.
"Nonetheless, this is a significant development for China's financial sector in the direction of having interest rates determined by market forces rather than government fiat."

TOKYO (Reuters) - "Abenomics" has convinced Ayako Onishi and her husband that now is the time to buy their first home.
The couple, who had their first child last year and are looking to move into Tokyo from the suburbs, are part of a rapidly growing number of people looking to buy houses and apartments in the wake of aggressive economic policies pushed by Prime Minister Shinzo Abe, who is set to cement his hold on power with a big upper house election victory this weekend.
However, the buying burst may be temporary as many purchasers are jumping in to the long-moribund residential property market to avoid paying more later in taxes and interest payments.
The risk is that after a planned increase in Japan's national sales tax takes place in April and rising interest rates push mortgage rates higher, buyers' enthusiasm will wane. That will add to pressure on Abe to follow up his economic stimulus measures with economic reforms that will raise Japan's growth rate longer term.
Still, the pick up in the property market is an early victory for Abe since he took power in December. His brand of economic policies - dubbed by the media as Abenomics - has seen investor and consumer sentiment improve.
"The showrooms were crowded. We tried to make a reservation for a Friday, but we had to wait a week," said Onishi, 35. "The sales tax and mortgage rates are the top reasons we are looking for a place now."
Abe must decide in coming months whether to proceed with a planned doubling of the sales tax, starting with an increase in April 2014 to 8 percent from 5 percent. The hike is central to the government's plans to rein in Japan's massive public debt, which is more than twice the size of the economy.
The rise in long-term interest rates, by contrast, is an unintended consequence of massive monetary easing - which was meant to push rates down in the near term while pulling Japan out of 15 years of deflation.
Property developers in greater Tokyo sold 81.6 percent of new apartments they brought to market in June, the Real Estate Economic Institute Co, an industry group, says. Many buyers in Japan and other Asian countries prefer to buy new homes.
The rise was 2.9 percentage points above a year earlier, the biggest in three months. In June, 16 developments with a total of 409 apartments sold out on the first day. Sales rates in areas of western Japan, including Osaka and Kyoto, were a bit lower but still "booming," the institute said.
This boom could peak by the end of September because buyers of homes under construction need to make sure their contracts close before the April 2014 tax hike. If they buy after September, they might not be able to close their deals before the tax goes up.
"Housing demand will drop after the first tax hike, but the pullback won't be nearly as bad as it was the last time the government raised the sales tax, in 1997," said Yoshiki Shinke, chief economist at Dai-Ichi Life Research Institute in Tokyo. That is partly because consumer spending will likely pick up before the tax is raised again in 2015.
Unlike the tax increase, the rise in interest rates was not planned.
The Bank of Japan's aggressive monetary policy aimed to crush bond yields and so spur economic activity, through the massive government-debt purchases it announced in April.
Instead, yields are higher as the bond market struggles to adjust to the BOJ as the dominant player and as some investors start to price in inflation. As a result, mortgage rates have also risen.
Sumitomo Mitsui Banking Corp and the Bank of Tokyo-Mitsubishi UFJ have raised the 10-year interest rate for their most-qualified borrowers, a benchmark used for setting mortgage rates, by 35 basis points to 1.70 percent. Mizuho Bank has raised its rate by 30 basis points to 1.65 percent.
CAUTION
Borrowing rates are rising enough to make people feel they need to take out a mortgage now but they have not risen nearly enough to harm the rest of the economy, bankers suggest.
"So far we are not hearing any signs of the housing market losing steam," said Yasuhiro Morito, a consumer-loan banker at Resona Bank, the core unit of Resona Holdings Inc (8308.T).
The number of Resona's new housing-loan contracts jumped 20 percent in the second quarter from a year earlier, while applications for pre-loan screening were up around 25 percent, Morito said.
Japan's overall bank lending rose 1.9 percent in June from a year earlier, the fastest pace in four years, BOJ data shows.
Demand is being helped by banks busily promoting fixed-rate mortgages on TV and radio. Magazines are bursting with advice on how to take out your first mortgage, whether to refinance your existing home loan and how to take advantage of new tax breaks.
Japan was the fastest-growing economy among the Group of Seven industrial powers in the first quarter, thanks to Abe's stimulus spending, a recovery in exports on a weaker yen and a pickup in consumer spending. The unemployment rate is falling, labour demand is at its strongest in five years and there are tentative signs some firms are willing to increase bonuses.
And yet, many of Japan's home-hunters are cautious about the economy because their base pay has not risen. A rise in base pay, which data shows has not risen since 2005, will be critical to the success of Abe's policies otherwise the inflation he hopes to generate could mean that real wages fall.
In Osaka, Akira Yamahara, 47, said he is rushing to buy a house before the sales tax goes up, but he expressed caution.
"Abe's policies haven't trickled down to other parts of the economy," he said after visiting a showroom to look at floor plans. "I personally don't feel like the economy is recovering."
